Glossary of Planning Terms and Acronyms
INTRODUCTION
This leaflet provides a glossary of planning terms and their acronyms to assist applicants for planning permission and the public in their understanding of the planning process.
- The Act(s) [the Planning Act(s)]
The Town and Country Planning Act(s) 1990. - Advertisement control
The control of advertisements under the Planning Acts. - Agent
A person who submits a planning application on behalf of an applicant and with whom all correspondence is conducted. - Agricultural appraisal
An appraisal submitted by a developer in support of his case for a agricultural dwelling. - Agricultural dwelling
A house which is required to be occupied by an agricultural worker, or a retired agricultural worker or his/her widow(er). - Annual Monitoring Report
The Council's annual statement on progress with monitoring existing policies and progressing new ones in the LDF - Appeal
Applicants who do not agree with planning decisions by the LPA may appeal to SoSTLR through PINS. - Appellant
The person making an appeal. - Applicant
A person making a planning application. - Area of Outstanding Natural Beauty (AONB)
An area designated by FSoSODPM to which some special planning controls apply. - Area of Special Control (of Advertisements)
An area designated by the LPA in which tighter controls of advertisements apply. - Best Value
The process of determining whether a public service provides optimum value for money. - Breach of Condition Notice (BCN)
A formal notice requiring a developer to comply with a condition of planning permission. - Building Control (BC)
The regulation of building standards. This code is separate from planning control and has its own regulations and enforcement procedures. - Call-in
A requirement by FSoSODPM that a matter should be referred to him for decision. - Certificate of Lawfulness of Use
A certificate, issued by the LPA, which confirms that a particular use of land is, or would be, lawful. - Change of use
A change in the activity which takes place in a building or on land. - Circular
Advice issued by the Government. - Committee matter
A planning application that is not delegated to officers to determine.
Conservation Area (CA)
An area, designated by the LPA, as being of '...special architectural or historic interest'. - Conservation Area Statement
Supplementary Planning Guidance which deals with a conservation area. - Consultation
Reference of planning applications to bodies specified in the GDPO for expert advice. - Countryside Agency
The national body that deals with countryside issues. - Countryside Design Summary
Supplementary Planning Guidance dealing with design in the Countryside. - County Matter
For matters relating to the extraction of minerals and the handling and disposal of waste, the County Council is the LPA. - Delegated matter
A planning application which is (to be) decided by officers under delegated powers. - Department of Communities and Local Government
The department which deals with Planning Matters - Department of Culture Media and Sport
The Government Department that deals with listed buildings, ancient monuments and other heritage matters. - Departure (from the Development Plan)
A proposal which is not in accordance with the policies of the Structure Plan or Local Plan. - Development
Building or engineering works or change of use of buildings or land. - Development brief
Supplementary Planning Guidance relating to a specific piece of land. - Development Control (DC)
The processing and determination of planning applications. - Development Control Committee
The Committee of the Council delegated to deal with planning matters. - Development Plan
The Structure Plan and the Local Plan read together.Where policies are saved. The Local Development Framework and Regional Spatial Strategy. - Enforcement
The process of ensuring that development complies with any necessary planning consents. - Enforcement Notice
A formal notice requiring a developer to rectify a breach of planning control. - English Historic Towns Forum
The body dealing with historic towns interests. - English Nature
The national body which deals with nature conservation issues - Environment Agency
The national body which deals with rivers, pollution and contamination issues.

An area, designated by the DEFRA, in which farmers are encouraged to help safeguard landscape, wildlife or historic interest of national importance. - First Secretary of State
The Government minister in charge of planning issues. - General Development Procedure Order (GDPO)
A Government Regulation giving rules for dealing with planning applications by LPAs. - General Permitted Development Order (GPDO)
A Government Regulation which automatically grants planning permission for certain developments. - Government Office for the West Midlands (GOWM)
The Government Office dealing with Shropshire.

A court order requiring something to be done or not done. - Inspector
A person appointed by the First Secretary of State to hear an appeal or Local Plan - Listed Building (LB)
A building designated by the Department of, Culture, media and Sport, as being of special architectural or historic interest. - Local Plan (LP)
A plan, prepared by the LPA, to indicate where new development should be located and to set policies for development control. To be replaced by The Local Development Framework. - Local Planning Authority (LPA)
For most purposes the LPA is the District Council, but see 'County Matter'. - Local Transport Plan
A plan prepared annually by Shropshire County Council as Highway Authority. - Ludlow Conservation Area Advisory Committee
A body, set up by the Council, to advise the Planning Committee on planning applications in the Ludlow Conservation Areas. - Permitted Development (PD)
Planning permission granted automatically by the GPDO. - Performance Indicator
A statistic designed to indicate the quality of the service provided by an LPA. - Planning Contravention Notice (PCN)
A formal notice requiring a person suspected of a breach of planning control to give information to the LPA about the alleged breach. - Planning application
An application to the LPA for permission to undertake a development or other works. - Planning Inspectorate (PINS)
The body that deals with planning appeals on behalf of the First Secretary of State. - Planning Policy Guidance Note (PPG) and Planning Piolicy Statement (PPS)
Guidance issued to LPAs by the Government. - Public (Local) Inquiry
A hearing by an Inspector into a planning matter such as a local plan or appeal. - Regional Planning Guidance
Regional Spatial Strategy now part of the Development Plan Guiding policy developmentat a local level. - Representation
An objection or other comment on a planning proposal by a member of the public. - Section 106 agreement
An agreement between the LPA and a landowner on a planning matter. - Section 215 notice
A notice requiring a landowner to clear up untidy land. - Site of Special Scientific Interest (SSSI)
An area of special natural conservation interest designated by English Nature. - Site notice
A notice displayed on or near to a site to inform the public that a planning application has been made. - Sites and Monuments Record
A record, held by Shropshire County Council, of all the historic sites in the County. - Structure Plan (SP)
A strategic plan for a County prepared by a County Council. A structure plan must conform to Regional Planning Guidance. Only saved policies continue to form part of the Development Plan - Supplementary Planning Guidance
Planning policy guidance issued by the Council, which is supplementary to the policy in the Local Plan, being replaced by SPD's in the newly emerging Local Development Framework. - Town and Country Planning Acts (TCPA)
The principal planning laws, actually consisting of a number of Acts of Parliament. - Tree Preservation Order
An order which makes it an offence to cut down, lop, prune or otherwise damage a tree without permission. - Use Classes Order (UCO)
A Government Regulation which allows certain changes of use of land or buildings without planning permission. - Village Design Statement
Supplementary Planning Guidance prepared by a community for their village and adopted by the Council.
