Explaining Business Rates
The Valuation Officer is required to compile and maintain a Local Non-Domestic List which provides a rateable valuable for every non-domestic hereditament (otherwise known as a property).

Calculating Your Charge
The Government sets a National Non-Domestic Rating Multiplier each year which is the rate in the pound by which the rateable value is multiplied, this amount is the annual rate bill which is payable for the property.
In order to phase in the effect of the 2005 Revaluation a limit on the percentage your bill can decrease or increase each year will operate until March 2010, this scheme is referred to as 'Transitional Arrangements'. Any transitional adjustments will be shown on your bill if you qualify.
Every Billing Authority is then required to collect these amounts and pay them into a national rating pool.
Reductions
When a non-domestic property becomes empty a nil may be applicable for 3 months (factories and warehouses have no time limit) then an empty rate becomes payable (50%).
Where a charitable organisation is liable for non-domestic rates then a mandatory 80% reduction can be applied for and the Council has the power to award a further 20% discretionary reduction if the property is used wholly or mainly for charitable purposes.
There is also discretion to award a reduction for non-domestic liability of certain bodies not established or conducted for profit.
